Iseära’s community agreement

The creation of a new area also encompasses the birth of a new community, and we as homeowners play a large part in shaping that community. The better we understand our role as members of the community, the more certain it will be that the area is the best place to live.

What is a community agreement?

Liven has put together some principles based on our experiences and the world’s best practices, so that the Iseära’s community can fully enjoy their homes and their surroundings, and that the value of Iseära’s homes increases over time. This, in a nutshell, is also the purpose of the community agreement.

If we want to be sure that there will not be a car street race in front of our houses or that the neighbour will not start raising chickens in the backyard, then it is good to agree on this right from the beginning.

Iseära’s homeowners have read this agreement and find that the principles stated in it are good and reasonable. Of course, its content can be changed in the future, because life goes on, and the best knowledge we have today may be obsolete tomorrow.

In addition to this agreement, apartment associations can also agree on more specific rules of procedure that comply with standards and regulations.

Community decisions

In order for community life to flourish, wise decisions must be made. If the goals are common, then better decisions will be made. When it is necessary to make decisions, we respect the opinion of others, listen to their points of view, present arguments and do not criticize others, we are ready to recognize good ideas and jointly contribute to the implementation of the best ideas. The better the culture of discussion within the community and the sense of responsibility of its members, the stronger the community.

Security

Security is a primary basic human need. We want everyone to feel safe and secure in Iseära. We value and recognize civic courage. If we notice dangerous activity, we will intervene to prevent damage. Parents are responsible for their children, hosts for pets and house owners for guests. After moving in, we exchange contacts with our neighbours, so that we can get information promptly when we are away from home. We can find a lost item faster if we involve a community group in the search.

Building management

An apartment association is created for each property and house. A number of activities must be jointly organized, including:

• cost sharing (garbage removal, water and sewerage, general electricity)
• heating unit maintenance
• maintenance of common areas
• maintenance of exterior house facades
• hoisting the national flag

A management company has been selected by Liven for the area, which will help the apartment associations organize things. If you want to order lawn mowing or terrace oiling service, you can do it through a management company or choose the service provider yourself.

Additions and conversions

People’s needs change over time. If you want to add to your home, you must follow the construction law and coordinate more serious construction works with the local government. A satellite dish or canopy may seem essential, but they spoil the overall appearance of the houses and conceal the view from the neighbours’; windows. It is good practice to coordinate your construction plans with your neighbours.

Using your backyard

We follow the golden rule that we do not do to others what we do not want done to us. We perform noisy work during weekdays and work hours, so that the neighbours can enjoy birdsong and conversation on the weekend. If, however, it is necessary to undertake some noisy work on the weekend, before starting we make sure that it will not disturb the neighbours’ garden party.
It is forbidden to make an open fire in the courtyard areas. When grilling, we observe the direction of the wind and place the grill in such a way that the smoke does not enter the windows of the homes. The same rule applies to smoking. It is best to listen to music indoors and birdsong outside. When we party in the yard, we do it so that the neighbours have a good time too.

Use of common areas

We use the common areas like the owners of our property. Be it a ball game, hanging out with friends or any other activity. Liven has built playgrounds, places to sit, a bonfire site, places to dispose leaves in the common areas. We keep the common areas neat and clean and the inventory in good condition. For the maintenance of the access roads between the houses, we can make an agreement between ourselves or leave it to the management company. In case of broken inventory, notify the manager immediately. Just as we pick up a plastic bag carried by the wind from our lot, we do the same in the common area. Basically, in Iseärä “Let’s do it” applies all the time. And we make sure that our actions do not disturb others.

Lawn mowing and maintenance

After moving in, we let the newly laid grass surface sprout and water it if necessary. It is a good idea to wait at least 6 weeks before starting activities on the lawn. Liven provides each terraced house with a small home care starter kit, which also includes a battery-powered lawnmower. The lawnmowers are in the common utility room of the houses charging their batteries. You can access the backyard with the lawnmower through the common area. There is also a lawn roller for the larger group of houses. If you lack the time and desire to mow the lawn, you can order the service from the manager or another service provider. Every house has an electric socket on the terrace, to which you can connect an automated lawnmower if you wish.

Snow removal

Snow removal is actually a fun activity – at least for the first few months of winter. Fresh air and a good opportunity to talk to neighbours makes the community stronger. We will push snow onto green areas or pile it between houses.

Roads and common areas

Roads and common areas are an important part of the new development area and everyone has a big role to play in keeping them neat and clean. If we see that something is out of order or broken on the playgrounds or in the community areas, we will fix it or report it to the administrator. If we come across an activity that damages the inventory of common areas (graffiti or vandalism), we try to record the situation and report the incident to the police.

While the first residents have moved into their new homes, the construction of the next homes in the development area is underway. Lighter construction debris can be blown away from construction sites by the wind. We understand this and inform the builder or Liven. The builder and Liven, in turn, ensure that the construction activity disturbs the residents as little as possible.

Parking

In order for the surroundings of our home to look nice and safe, we have agreed that we will not park vehicles larger than a minibus in front of the house. The place for the truck is in the parking lot of the warehouse, and the boat or yacht should be kept at the wharf in winter. A blocked driveway can be an obstacle for an emergency vehicle and prevent snow removal during the winter. It is our responsibility to guide the arriving guests. We make sure that they don’t park in front of the neighbour’s house, on the lawn or in a place where parking is prohibited.

Traffic

Iseära’s is a residential area, and here we drive with caution, because we also share the road with cyclists. We follow the rules ourselves and inform our guests about them.

Pets

Pets are nice. Especially when they are trained and their owners are responsible. A dog on a chain or a pet that barks in the backyard belong in the past or a country house far away. A dog barking in the garden is the owner’s, not the neighbour’s problem

Waste

A group of waste containers is planned on per three houses, where containers for collecting household waste, packaging and bio-waste are located. We take a broken sled and stroller or an old refrigerator to the waste station ourselves. Its place is not next to the containers. We follow the instructions concerning the containers. If you want to do composting yourself, placing a closed composter in your garden is absolutely the right thing to do.

There are several ways to deal with leaves in autumn. Iseära has some marked places where leaves and grass clippings can be collected. We keep these places clean of
other garbage that is not easy on the eyes. In a couple of years, the pile of leaves will become good soil. We collect Christmas trees on the bonfire site. The service of removing garden waste is offered by AS Eesti Keskonnateenused. More info here.

Solving arguments

Sometimes things don’t go as planned. In such situations, we will remain calm. We listen to the other side’s point of view and are ready to make compromises. We will be neighbours for a long time, so there is no point in ruining relations because of one misunderstanding.
